Dear Rees-Davies,
In reply to your letter of the 23rd of July:
(1) The new leave system will come into force from the 1st of January 1929.
(2) The proposals of the Commission, which included extending the period of full pay during absence on leave to count for pension, were not approved.
You are informed that if the Malayan Government prefer it, it might be adopted; otherwise, the present systems should continue (subject to some modifications regarding casual leave).
